BRIEF DESCRIPTION OF DUTIES: This position is under the direction of the Commanding Officer and the cognizance of the Navy Region Southwest Fleet & Family Readiness Program Director (N9). Incumbents are responsible for managing and supervising the operations of all Fleet & Family Readiness Program (FFR) activities for Naval Air Weapons Station (NAWS) China Lake. The FFR Department is comprised of Morale, Welfare and Recreation (MWR), Fleet and Family Support (FFSP); Child and Youth Programs (CYP); Navy Gateway Inns and Suites (NGIS) and Galley and Dining Services (DS). Incumbents provide leadership, management and program guidance to appropriated fund (APF), non-appropriated (NAF), active duty military and contract personnel providing services for NAWS China Lake active duty personnel and their families, as well as other authorized patrons.

QUALIFICATION REQUIREMENTS:

  •  A degree in Recreation, Business Administration or a related FFR field, or equivalent experience and specialized training in the recreation field, housing, Fleet and Family Support, DS, or CYP programs is required.
  •  Requires an in-depth knowledge and background in some or all of the broad fields of recreation management, food and beverage management, housing, FFSC and CYP.
  •  The incumbent must possess knowledge of the goals, principles and techniques of recreation, food and beverage management, housing, FFSC, and CYP Programs; a thorough understanding of the interests and motivation of individuals and groups; and the program leadership, planning, organizing, and administrative skills required to devise and carry out programs that stimulate and sustain the interest of participants so that they may benefit from the physical, psychological, and social values to be derived from the activities.
  •  Must have the ability to conduct comprehensive analyses of organizational structures, methods and procedures.
  •  Must be able to make favorable personal contacts with all levels of management personnel, operating officials and employees within NAWS China Lake and MWR, FFSC, DS and CYP organizations.
  •  Extensive experience in a supervisory capacity in a large department and/or business environment is desired.
  •  Must have an extensive background in budgeting, financial management and planning. Incumbent should also have a sound working knowledge of the project planning and initiation process, including military construction, special projects and projects to be accomplished with local NAF.
  •  Must be able to travel, visit other activities, evaluate different program elements, and compare similarities and differences as they pertain to NAWS China Lake current and future MWR, FFSC, DS and CYP programs and missions.
  •  Must be a positive leader who is able to influence the actions of others in obtaining cooperation and assistance to meet the mission of NAWS China Lake MWR, FFSC, DS and CYP organizations.
  •  Must be able to present and sell ideas, plans and programs to the site/installation commander, the respective Southwest Region Program Managers and higher authority for approval.
  •  Must be able to encourage the maximum number of personnel to participate and/or take advantage of MWR, FFSC, DS and CYP programs.
  •  Must be fully experienced in dealing with organized labor representatives; must have the ability to negotiate agreements, settle disputes, obtain and maintain good relations and ensure that bargaining in good faith is recognized and accepted by labor units.
